Military retirement pay has been fully exempt from Alabama income tax for years — no age threshold, no income cap — and the state operates five veterans homes across the state, including the newest facility in Enterprise that opened in October 2024.

Income Tax Benefits for Veterans

Alabama offers strong income tax protections for military retirees and active service members, with no complicated age thresholds or income limits to navigate.

Military Retirement Pay — Fully Exempt

Military retired pay is completely exempt from Alabama state income tax under Alabama Code 40-18-20. This applies to all military retirees regardless of age or income level — a significant advantage over states like Georgia, which only recently expanded its exemption. There is no application required; the exemption is built into how retirement income is reported.

Survivor Benefit Plan (SBP) Payments — Exempt

Payments received under the Survivor Benefit Plan (SBP), Reserve Component Survivor Benefit Plan (RCSBP), and Retired Serviceman’s Family Protection Plan (RSFPP) are all exempt from Alabama income tax. Surviving spouses receiving these payments owe no state income tax on them.

Active Duty Military Pay

Active duty service members pay Alabama state income tax on their base pay. However, several important categories are exempt: combat zone pay, and all military allowances — including Basic Allowance for Housing (BAH), Basic Allowance for Subsistence (BAS), uniform allowances, and travel allowances. VA disability compensation is also federally tax-free and not subject to Alabama state tax.

Combat Zone Tax Extension

Service members deployed to a designated combat zone receive an automatic extension on their Alabama state income tax filing deadline — 180 days after returning from the combat zone. No penalties or interest accrue during the deployment period.

Property Tax Exemptions

VA Specially Adapted Housing Grant — Full Exemption

Any home acquired with assistance from a VA Specially Adapted Housing (SAH) Grant is fully exempt from all Alabama property taxes, regardless of the home’s value. This exemption also transfers to the veteran’s surviving spouse as long as they continue to occupy the property. This is one of the most generous property tax benefits in the state.

Homestead Exemption for Disabled or Elderly Residents

Any Alabama resident who is permanently and totally disabled — regardless of age — or who is 65 years of age or older, is exempt from all state, county, and city property taxes on their primary homestead. There is no income limitation. The homestead is defined as a single-family owner-occupied home and the land it sits on, not exceeding 160 acres.

Veterans who qualify under the VA’s permanent and total disability rating (including those rated 100% due to individual unemployability) can use this exemption. To apply, contact your county tax assessor’s office and provide documentation of your disability rating from the VA.

Education Benefits

Alabama has a strong suite of education benefits for both veterans and their dependents, anchored by three major programs.

Alabama G.I. Dependent Scholarship Program

The Alabama G.I. Dependent Scholarship Program — one of the oldest and most comprehensive in the nation, established in 1947 — provides up to five academic years (10 semesters) of undergraduate education at any Alabama state-supported institution for eligible dependents of qualifying veterans.

Who qualifies (veteran requirements):

  • Honorably discharged after at least 90 continuous days of active duty service, or discharged early due to a service-connected disability
  • Rated 40% or more service-connected disabled by the VA, OR
  • A former prisoner of war or missing in action, OR
  • Died as a result of a service-connected disability or in the line of duty

Who qualifies (dependent requirements):

  • A child, stepchild, spouse, or unremarried surviving spouse of an eligible veteran
  • Children and stepchildren must begin school before age 26 (up to age 30 in certain circumstances)
  • Must file a FAFSA each year and maintain satisfactory academic progress

What it pays: Up to $250 per semester hour for tuition, plus up to $1,000 per semester for textbooks and fees, after all other grants and scholarships are applied first. Spouses or unremarried surviving spouses of veterans rated 100% permanently and totally disabled are also eligible for five years of benefits.

Purple Heart Tuition Waiver

Alabama state-supported colleges and universities waive tuition and fees for Purple Heart recipients pursuing an undergraduate degree. The waiver covers up to 125% of the required credit hours for the degree or certificate program. To be eligible, the veteran must be an Alabama resident, currently enrolled (full-time, part-time, or summer), and must have been an Alabama resident at the time they were awarded the Purple Heart. This benefit is applied after all other education benefits except those partially funded by the veteran, such as the GI Bill.

Alabama National Guard Education Assistance Program (ANGEAP)

The Alabama National Guard Education Assistance Program (ANGEAP) provides tuition assistance to active members of the Alabama Army National Guard and Alabama Air National Guard. The current maximum award is $6,017.50 per semester (or $4,011.67 per quarter), covering up to 120 credit hours total.

ANGEAP is a payer of last resort — federal GI Bill benefits, grants, and scholarships are applied first, and ANGEAP covers remaining tuition and fee balances. Members must maintain a 2.0 cumulative GPA for undergraduate study (3.0 for graduate), demonstrate at least $100 in financial need, and have a FAFSA on file.

Employment Preferences

Alabama provides veterans’ preference in state government hiring through a points-based system added to civil service examination scores:

  • 5-point preference: Honorably discharged veterans who served at least 90 days of active duty
  • 10-point preference: Veterans with a VA service-connected disability rating of 10% or more; also extended to spouses and surviving spouses of certain disabled or deceased veterans

Private employers are also authorized under Alabama law to maintain written veterans preference hiring policies, though this is voluntary for private businesses. Alabama State Veterans Homes

Alabama operates five state veterans homes providing skilled nursing care to eligible wartime veterans. The newest — the Command Sgt. Maj. Bennie G. Adkins State Veterans Home in Enterprise — opened in October 2024, adding 174 beds to the southern region of the state that had previously been underserved.

  • Bill Nichols State Veterans Home — Alexander City (opened 1989)
  • Floyd E. “Tut” Fann State Veterans Home — Huntsville (opened 1995)
  • William F. Green State Veterans Home — Bay Minette (opened 1995)
  • Col. Robert L. Howard State Veterans Home — Pell City (opened 2012)
  • Command Sgt. Maj. Bennie G. Adkins State Veterans Home — Enterprise (opened October 2024)

Eligibility requirements:

  • Honorably discharged with a minimum of 90 days of active duty service (veterans who enlisted after September 7, 1980 must have served 24 continuous months or the full period ordered)
  • At least one day of wartime service
  • Alabama resident for the immediate past 12 months
  • Must qualify for skilled nursing care as determined by the VA

A monthly fee is charged for residency. Veterans with a service-connected disability rating of 70% or higher, or whose admission is due to a service-connected condition, may have their costs covered by the VA. Vehicle and License Benefits

Vehicle Tax and Registration Fee Exemption

Alabama exempts disabled veterans from the vehicle privilege tax and registration fees on vehicles purchased through a VA grant. This applies to the disabled veteran license plate and, in many cases, to any license plate the veteran qualifies for. Active and retired Alabama National Guard members and U.S. Armed Forces Reserve members also qualify for this exemption.

Disabled Veteran License Plate

Veterans with a service-connected disability may obtain a free Disabled Veteran license plate. With a valid disabled veteran plate displayed, veterans may park in handicapped-designated areas without obtaining a separate handicapped parking permit under Alabama Code 40-6-224.

Driver’s License with Veteran Designation

Alabama veterans may add a military service designation to their state driver’s license through the Alabama Law Enforcement Agency. This designation can make it easier to access veteran-specific discounts and benefits that require proof of service.

State Parks, Hunting and Fishing

Free State Park Admission

Active duty service members and honorably discharged resident veterans receive free admission to Alabama state parks. Active duty members stationed in Alabama or neighboring states, and their families, pay in-state license rates for hunting and fishing.

Discounted Freshwater Fishing License

Veterans with a VA disability rating of 20% or more are eligible for a discounted freshwater fishing license.
